ok I figured this out using a long convoluted process, but this is missing a .vmt file found in Usermod\materials\models\props_fallout\ named white.vmt
In a nutshell if you know how to edit VTF files and VMT files using the free program, VTFEdit, you can create a new .vmt and name it white and place it in that exact directory and everything will work. I myself did this, linking the white.vmt to an existing texture (vtf) I'd already created which was just a blank white space.
